COMMUNIQUÉ

Adopted by the Peace and Security Council (PSC) of the African Union (AU), at its 1356^th meeting held on 27 July 2026, on Consideration of the Outcome of the 2^nd Meeting of the PSC Sub-Committee on Sanctions that was held on 15 July 2026 on “Engagement on Political and Socio-Economic Developments on Preventive Measures against Unconstitutional Changes of Government”;

 

The Peace and Security Council,

1. Welcomes the Summary Record and the presentation of the Outcome of the 2^nd Meeting of the PSC Sub-Committee on Sanctions that was held on 15 July 2026 on “Engagement on Political and Socio-Economic Developments on Preventive Measures against Unconstitutional Changes of Government”, by Mr. Michael Wamai, Expert of the Embassy of the Republic of Uganda in his capacity as the Chairperson of the PSC Sub-Committee on Sanctions for the month of July 2026;

2. Commends the PSC Sub-Committee on Sanctions for convening the meeting and for the critical recommendations proposed, particularly on further strengthening the AU Sanctions regime with a view to facilitating their effectiveness in achieving the desired objectives, particularly ensuring inclusive political transitions and effectively preventing the recurrence of unconstitutional changes of government;

3. Underscored the need for the governments of the Member States to be responsive to the legitimate socio-economic and political grievances of their population and to comprehensively address the fundamental root causes and factors that drive and sustain conflicts using inclusive multidimensional “whole of government-whole of society” approaches which mainstream the role of all critical stakeholders, including women and the youth, and to implement deliberate socio-economic empowerment programs aimed at ushering the people into the money economy in order to re-orient them away from the politics of identity to the politics of interest.

4. Encourages the Sub-Committee to continue monitoring and evaluating the political transition processes in Member States currently under suspension from participating in the activities of the AU, its Organs and institutions until the restoration of constitutional order and to advise the PSC on the steps to be taken to ensure successful completion of political transitions in Member States; and

5. Decides to remain actively seized on the matter.
