Adopted by the Peace and Security Council (PSC) of the African Union (AU) at its 1290^th meeting held on 22 July 2025 on Consideration of the Conclusions of the Joint Consultative Meeting between the PSC of the AU and the Pan-African Parliament (PAP), held in Midrand, South Africa, from 17 to 18 July 2025:

The Peace and Security Council,

Recalling the AU Constitutive Act and other legal instruments establishing the PAP and PSC, particularly the Protocol relating to the Establishment of the Peace and Security Council of the African Union and the Treaty Establishing the African Economic Community (AEC) Relating to the Establishment of PAP, relating to the mandates and cooperation between the two AU Organs;

Also Recalling the previous decisions and pronouncements on its working relations with the PAP, particularly, Press Statement [PSC/PR/BR(CXLVIII)] adopted at the 148^th PSC meeting of 22 August 2008; the Press Statement [PSC/PR/BR.(CCCXLIV)] adopted at the 344^th Meeting held on 27 November 2012; and PSC Communiqué [PSC/PR/COMM.1160 (2023)] adopted at its 1160^th PSC meeting, held on 30 June 2023;

Noting the Opening statement by H.E. Ambassador Rebecca Amuge Otengo, Permanent Representative of the Republic of Uganda to the AU and Chairperson of the PSC of the AU for July 2025; and the presentation by H.E. Ambassador Bankole Adeoye, Commissioner for Political Affairs, Peace and Security delivered on 17 July 2025 during the Joint Consultative Meeting between the PSC and the PAP;

Determined to continuously strengthen working ties with the PAP in the promotion of good governance, peace, security, stability and development in Africa; and

Acting under Article 7 of its Protocol, the Peace and Security Council: 

1. Adopts the Conclusions of the Joint Consultative Meeting between the Peace and Security Council and the Pan-African Parliament, held at the Pan-African Parliament Headquarters in Midrand, South Africa from 17 to 18 July 2025;

2.  Requests the AU Commission in collaboration with PAP and relevant stakeholders, to take all necessary steps to facilitate the effective implementation of the Conclusions and to urgently develop a roadmap and workplan for collaboration between the PSC and PAP and present to the next Joint Consultative Meeting between the PSC and PAP;

3. Also requests PAP Members to present these Conclusions to their respective national and regional parliaments, as well as sharing with all other relevant stakeholders with a view to ensure its full implementation at national regional and continental levels;

4.  Commends the PAP for its contribution to the promotion of peace, security, stability, and for representing and promoting the African voices in the development and integration of the Continent;

5. Looks forward to the 2026 Joint Consultative Meeting to be held in Addis Ababa, Ethiopia at a date and venue to be jointly agreed upon; and

6. Decides to remain actively seized of the matter.
