COMMUNIQUE

Adopted by the Peace and Security Council of the African Union (AU), at its 1322^nd meeting held on 27 December 2025, on Consideration of the Conclusions of the 12th High-Level Seminar on Peace and Security in Africa (Oran Process), held at the ministerial level, in Algiers, Algeria, from 1 to 2 December 2025.

The Peace and Security Council,

Taking note of the Opening Statements by H.E. Kacou?Houadja?Léon?Adom, Minister of Foreign Affairs of the Republic of Cote d’Ivoire and Chairperson of the PSC for December 2025, and H.E. Ahmed Attaf, Minister of State, Minister of Foreign Affairs, National Community Abroad and African Affairs of the People’s Democratic Republic of Algeria, and Coordinator of African Members of the United Nations Security Council;

Also taking note of statements delivered by H.E. Tete Antonio, Minister of External Relations of the Republic of Angola, as the Chairperson of the AU Executive Council, and H.E. Mahmoud Ali Youssouf, Chairperson of the AU Commission;

Recalling the Conclusions of all previous High-Level Seminars on Peace and Security in Africa, as well as related pronouncements and decisions of Council, particularly, Communique PSC/PR/COMM.1259 (2025) adopted at its 1259th meeting held on 5 February 2025 on Consideration and Adoption of the Conclusions of the 11^th High-Level Seminar on Peace and Security in Africa;

Determined to continuously strengthen the capacity of the African Members (A3) of the United Nations Security Council (UNSC) to amplify the African voice and to further enhance their effectiveness in articulating, defending and promoting common African positions and interests, within the UN Security Council; and

Acting under Article 7 of its Protocol, the Peace and Security Council;

1. Expresses deep concerns over the unilateral recognition of the “so-called Republic of Somaliland” by Israel as an independent entity which threatens sovereignty, territorial integrity, unity and stability of the Federal Republic of Somalia;

2. Decides to adopt the Conclusions of the 12^th High-Level Seminar on Peace and Security in Africa held in Algiers, Algeria, from 1 to 2 December 2025;

3. Commends the Government of the People’s Democratic Republic of Algeria for, once again, graciously hosting the 12^th High Level Seminar in collaboration with the African Union Commission and the United Nations Institute for Training and Research (UNITAR);

4. Applauds the outgoing A3+ Members, namely, the Peoples’ Democratic Republic of Algeria, the Republic of Sierra Leone and the Cooperative Republic of Guyana for their exemplary contribution to the amplification of Africa’s voice within the UN Security Council;

5. Congratulates the Democratic Republic of Congo and the Republic of Liberia on their election as Non-Permanent Members of the UN Security Council and expresses Africa’s hope for their contribution and unwavering commitment to champion the common African positions and interests within the UN Security Council;

6. Encourages the newly configured A3, namely, the Democratic Republic of Congo, Liberia and Somalia to maintain cohesion and the current momentum, preserve the gains made thus far, and to continue strengthening their unity and coordination, with a view to more effectively amplifying and spearheading the African voice on peace and security issues of interest and concern to Africa, within the decision-making process of the UN Security Council;

7. Strongly urges A3+ to streamline and voice African priorities and Common African Positions in dealing with African peace and security matters within UNSC;

8. Expresses deep appreciation to the Friends of the Seminar, the Partners, and the rest of the participants for their invaluable contributions to the success of the High-Level Seminar;

9. Requests the AU Commission to take all necessary steps to facilitate effective implementation of the Conclusions of the 12^th High-Level Seminar on Peace and Security in Africa; and

10. Looks forward to the successful organization of the 13^th High-Level Seminar on Peace and Security in Africa, in Oran, Algeria, in December 2026;

11. Decides to remain actively seized of the matter.
