COMMUNIQUE?

Adopted by the Peace and Security Council (PSC) of the African Union (AU), at its 1325^th meeting held on 22 January 2026, on consideration of the Political Transition in the Republic of Guinea:

The Peace and Security Council,

Recalling all its previous decisions and pronouncements on the Situation in Guinea, particularly Communiqué [PSC/PR/COMM.1284.1 (2025)]  adopted at the 1284^th meeting held on 19 June 2025 on Consideration of the Report of the Field Mission to the Republic of Guinea, conducted from 30 to 31 May 2025; Communiqué [PSC/PR/COMM.1212 (2024)] adopted at its 1212^th meeting held on 20 May 2024; and Communiqué [PSC/PR/COMM.1030 (2021)] adopted at its 1030^th meeting held on 10 September 2021;

Reaffirming the AU’s commitment to respect the independence, sovereignty, territorial integrity and national unity of Guinea; and also reaffirming the AU’s solidarity and commitment to continue accompanying the people of Guinea in their quest for promoting constitutionalism and democratic governance;

Taking note of the opening remarks by H.E. Ambassador Jean-Leon Ngandu Illunga, Permanent Representative of the Democratic Republic of Congo (DRC) to the AU and PSC Chairperson for January 2026; the introductory statement by H.E. Mahmoud Ali Youssouf, the Chairperson of the AU Commission; and the statement by H.E. Ambassador Harold Saffa, Permanent Representative of the Republic of Sierra Leone representing the Chairperson of the Economic Community of West African States (ECOWAS); as well as the statement by H.E. Dr. Morissada Kouyaté, Minister of Foreign Affairs for African Integration and Guineans Established Abroad; and

Acting under Article 7 of its Protocol, the Peace and Security Council:

1. Welcomes the positive steps taken in the implementation of the Political Transition Roadmap in the Republic of Guinea which culminated in the successful organization of the presidential election on 28 December 2025;

2. Commends the Guinean people for their strong commitment to the promotion of democracy and the rule of law, through peaceful and orderly conduct of the presidential election;

3. Congratulates H.E. Mamadi Doumbouya, President of the Republic of Guinea, and encourages him to fulfil his commitments to restore the dignity of the Guinean people;

4. Decides to lift the suspension of the participation of the Republic of Guinea in the activities of the AU, in line with Article 26 of the African Charter on Democracy, Elections and Governance, and invites the Republic of Guinea to immediately resume its participation in the activities of the Union;

5. Expresses deep appreciation to the Commission for accompanying the Republic of Guinea in its political transition, including through the use of the Africa Facility to Support Inclusive Transition (AFSIT), capacity-building and training, the deployment of a solidarity mission to observe the Constitutional Referendum and the deployment of Election Observation Mission for the 28 December 2025 presidential election;

6. Also commends the efforts deployed by ECOWAS in supporting the political transition in Guinea;

7. Underscores the need for the Commission and AFSIT to continue supporting the consolidation of democracy and good governance in the post-transition period in the Republic of Guinea;

8. Encourages the Government of Guinea to enhance inclusive governance and reconciliation with a view to strengthening national cohesion and stability; and calls for the timely organization of the legislative elections to complete the implementation of the Political Transition Roadmap;

9. Urges Member States, ECOWAS and the United Nations, as well as other international partners to continue their support towards stabilization and sustainable development in the Republic of Guinea;

10. Requests the AU Post-Conflict Reconstruction and Development Centre to promote economic recovery and to holistically address the structural root causes of the September 2021 unconstitutional change of government;

11. Directs the AU Commission to continue engaging and supporting other AU Member States in political transition with a view to expediting the completion of their political transition processes and facilitate the swift return to constitutional order;

12. Looks forward to receiving the proposals from the AU Commission on measures to be taken in accompanying and supporting all AU Member States in political transition; and

13. Decides to remain actively seized of the matter.
