COMMUNIQUE

Adopted by the Peace and Security Council (PSC) of the African Union (AU) at its 1330^th meeting held at Ministerial level, on 12 February 2026 on the situation in Sudan.

The Peace and Security Council,

Recalling all its previous pronouncements and decisions on the Situation in Sudan, in particular Communiqué [PSC/AHG/COMM.1261 (2025)] adopted at its 1261^st meeting held at the level of Heads of State and Government on 14 February 2025; Communiqué [PSC/PR/COMM.2.1308 (2025)] adopted at its 1308^th emergency meeting  held on 28 October 2025; Communiqué [PSC/PR/COMM.1293 (2025)]  adopted at the 1293^rd meeting held on 4 August 2025; Press Statement [PSC/PR/BR.1292 (2025)] adopted at its 1292^nd meeting held on 29 July 2025; Press Statement [PSC/PR/BR.1264 (2025)] adopted at its 1264^th meeting held on 11 March 2025; Communiqué [PSC/PR/COMM.1319 (2025)] adopted at its 1319^th meeting held on 16 December 2025;

Reaffirming the AU commitment to respect the independence, sovereignty, territorial integrity and national unity of Sudan; and also, the AU commitment to continue accompanying the people of Sudan in their relentless and legitimate quest for the restoration of peace, security, stability, development and democratic governance, as well as to find a peaceful consensual solution to the challenges facing their country;

Taking note of the Opening Statement by H.E. Badr Abdelatty, the Minister of Foreign Affairs of the Arab Republic of Egypt as PSC Chairperson for February 2026 and the Introductory Statement by H.E. Mahmoud Ali Youssouf, the Chairperson of the AU Commission;

Also taking note of the statements by the representatives of the Intergovernmental Authority on Development (IGAD); League of Arab States and the United Nations; and

Acting under Article 7 of its Protocol, the Peace and Security Council:

1. Expresses deep concern over the continued armed conflict in Sudan, which has resulted in loss of lives, destruction of infrastructure, reversed development gains and has caused an unprecedented humanitarian catastrophe in the country;

2. Expresses grave concern over the deteriorating humanitarian and economic situation, especially on the reported situation of famine and starvation in the country, particularly in El Fasher; demands unhindered humanitarian access to the population in need as well as protection of humanitarian workers and agencies;

3. Strongly condemns all forms of violations committed against the civilian population by the parties to the armed conflict including in El Fasher by the paramilitary RSF, including systematic killings, mass displacement, ethnic targeting, and the destruction of infrastructure, while stressing that those responsible will be held accountable for serious violations of International Humanitarian Law and International Human Rights Law;

4. Demands prioritization of the supreme interests of Sudan; and calls for an expeditious and full restoration of a democratically elected and civilian-led government in line with the AU Instruments and Decisions; and also calls for the respect and prioritization of the interest of Sudanese citizens by giving peace a chance;

5. Once again, calls for a humanitarian truce that should lead to immediate ceasefire in order to pave the way for the launch of an inclusive Sudanese led and owned comprehensive dialogue process, concerning both security and political aspects to address structural root causes of the conflict and reach a consensual and lasting solution; while stressing that there can be no viable and sustainable military solution to the ongoing conflict in Sudan;

6. Welcomes the progress made by presenting the Sudanese National Initiative for Peace by the Prime Minister of the Transitional Government of Sudan on 22 December 2025, emphasizing an immediate and comprehensive ceasefire; the protection of civilians; unhindered humanitarian access; support for refugees and internally displaced persons; disarmament; security sector reform; national reconciliation, and reconstruction; underscores that these components are essential for rebuilding trust, repairing the social fabric, and consolidating a unified state and calls for its full implementation in alignment with the AU Roadmap for the Resolution of the Conflict in Sudan; in this regard, calls upon the Sudanese Authority and political forces in Sudan, in close coordination with the relevant stakeholders, to make the transitional process more inclusive until consensual arrangements are reached that reflect the aspirations of the Sudanese people and enable a smooth return to constitutional order through the holding of elections; and encourages Sudanese Authorities to pursue the effective implementation of the National Initiative for Peace;

7. In this context, calls for the resumption of an inclusive inter-Sudanese dialogue focusing on reconciliation and the search for an amicable political solution, under the auspices of the AU-led process, in coordination with  IGAD, the UN,  neighbouring countries, and other regional and international peace-support tracks in Sudan, including Quad and Quintet, in support of de-escalation, a humanitarian truce, a cessation of hostilities, towards restoration of peace and stability in Sudan; in this regard, requests the AU Commission, IGAD and  the neighbouring countries to continue engaging civilian actors towards an inclusive inter-Sudanese dialogue process;

8. Underlines the centrality of AU leadership on the peace process of Sudan; and welcomes the effort of the Quintet, namely; African Union, Intergovernmental Authority on Development, the League of Arab States, the United Nations and European Union in enhancing coordination of mediation efforts towards the convening of a Sudanese owned and led inclusive dialogue; encourages the Quintet to continue to consult Sudanese stakeholders towards the preparations for the launch of the political dialogue and prevent overlap and ensure a coherent approach, with a view to concluding a negotiated and lasting solution to the current conflict in Sudan; in this context, reiterates its call for the revitalisation of an inclusive inter-Sudanese dialogue imbued with a spirit of reconciliation and the search for a political compromise solution through the facilitation of the Quintet;  

9. Welcomes the hosting of the Fifth Consultative Meeting on Enhancing Coordination of Peace Initiatives and Efforts for Sudan held in Egypt on the 14 January 2026;

10. Strongly condemns the external interference in the internal affairs of Sudan and calls on all the external actors to refrain from actions that will continue to fuel the conflict; and requests the PSC Sub-committee on Sanctions, to expedite the implementation of the PSC Communiqué [PSC/AHG/COMM.1218 (2024)] adopted on 21 June 2024, working in collaboration with the Committee of Intelligence and Security Services of Africa (CISSA) and AU Mechanism for Police Cooperation (AFRIPOL), to identify all external actors supporting the parties to the armed conflict militarily, financially and politically, and make proposals on how to contain each of them within a stipulated timeframe, not exceeding three months from February 2026;  

11. Restates the AU’s strong condemnation and total rejection of the creation, in the Republic of Sudan, of the so-called “parallel government” by the Sudan Founding Alliance (Tasis) led by the paramilitary RSF and requests all Member States and partners not to recognize the so-called “parallel government”; while reaffirming its support for the sovereignty and territorial integrity of Sudan within its internationally recognized borders;

12. Appeals to AU Member States, in a position to do so, and to the international community to support and mobilize resources, in a spirit of Pan-Africanism and solidarity, to meet the humanitarian needs of the Sudanese people, and the Sudanese refugee hosting countries, and to expeditiously  avail the funds pledged during the Geneva, Paris and London conferences, and commends the neighbouring countries of Sudan for hosting and supporting refugees from Sudan;

13. Reiterates its request in line with PSC Communiqué 1218 for the AU Commission in coordination with the African Commission on Human and Peoples’ Rights (ACHPR) to submit a comprehensive and updated report of the joint fact-finding mission on the situation of human rights on the Republic of Sudan to the PSC for consideration;

14. Welcomes the deployment of the African Union Commission Humanitarian Assessment Mission to the Republic of Sudan from 22 to 31 October 2025 and also commends the cooperation of the Transitional Government of Sudan and humanitarian partners, which enabled the Mission to effectively assess humanitarian needs on the ground;

15. Stresses the urgent need for the re-opening of the AU Liaison Office to Sudan and welcomes the steps taken by the Commission to commence an Assessment Mission to Sudan, to open the AU Liaison Office to Sudan;

16. Reiterates its decision to undertake a field mission of the Peace and Security Council to Sudan, taking into account the security situation on the ground to engage with the various stakeholders on the situation on the ground with a view to finding lasting peace and stability in Sudan;

17. Welcomes the return of the Sudanese Transitional Government to Khartoum, the permanent capital of Sudan, which is a significant step towards restoring and preserving public administrative services and the functioning of federal state institutions to better serve the Sudanese people; and

18. Decides to remain seized of the matter.
