Adopted by the Peace and Security Council at its 880^th meeting held on 16 September 2019, on the adoption of the Conclusions of the eleventh Retreat dedicated to the discussion on the comprehensive African Peace and Security Architecture (APSA) Study and the working methods of the PSC, held from 29 to 31 October 2018, in Cairo, Egypt.

The Peace and Security Council,

Recalling its previous decisions on working methods of the PSC, in particular communique [PSC/PR/Comm(LXXXV)] of its 85th meeting held on 8 August 2007, in which Council decided to review the working methods, on a regular basis, and to adjust them as the need arises; Further recalling the AU Assembly decisions on the on-going AU Institutional Reforms, particularly decision Assembly/AU/Dec.635(XXVIII), adopted on 30 and 31 January 2017, which called for the PSC to be reformed to ensure that it meets the ambition foreseen in its Protocol, including strengthening its working methods and its role in conflict prevention and crisis management;

Noting the presentations by the Director for Peace and Security, Dr. Admore Kambudzi on the Conclusions of Retreat was dedicated to the discussion on the comprehensive African Peace and Security Architecture Study and the working methods of the PSC, which were considered by the PSC during its Retreat held 29 to 31 October 2018, in Cairo, Egypt.

Acting under Article 7 of its Protocol, the Peace and Security Council:

1. Commends the Government of the Arab Republic of Egypt for having hosted, 29 to 31 October 2018, in Cairo, the Retreat of the PSC on comprehensive African Peace and Security Architecture Study and the working methods of the PSC;

2. Expresses its appreciation to the Republic of Congo, the Chair of the PSC for the month of October 2018, for the successful conduct of the Retreat; commends the AU Commission for the Comprehensive Study on the implementation of the APSA from 2002 to the present, which integrated a review of the implementation of the African Governance Architecture (AGA), from 2012 to date (2018);

3. Adopts the on the Conclusions of the 11th PSC Retreat on Comprehensive African Peace and Security Architecture (APSA) Study and the working methods of the PSC; decides to submit the adopted Conclusions to the upcoming Ordinary Session of the Assembly of the AU to be held in January/February 2020, in Addis Ababa, Ethiopia, for endorsement;

4. Expresses appreciation and gratitude to H.E. Abdel Al Fattah el-Sisi, President of the Arab Republic of Egypt, the Government and people of Egypt for the hospitality, facilities and support provided to the PSC during its Retreat;

5. Decides to remain actively seized of the matter.
